Why is there fear of punishment in religion

Fear for punishment is instilled in our minds since childhood. If Allah loves us more than a mother then why is there fear of punishment.

Why is there so much fear of punishment? Why are there extremely painful warnings? What is the purpose of making humanity be fearful of their sins? If God is so merciful then why the painful torture?
