Somehow, the first time this chip was soldered down, it was done so 90 degrees out. (I totally failed the first time a couple years ago.) I only noticed it was rotated after incidentally comparing it to one I'd purchased.
I hot aired it off the board (ripping some unused, and unattached, pads off). After I got the chip soldered back down, the msp430 programmed just fine. I guess the pins aligned such that I didn't burn it out, or they're resilient little chips.
